COMMUNITY MEETING OVER THE PENGRAIG/HEADLANDS DEVELOPMENT
27th JULY CANCELLED
Following significant research and discussion across our community it is with regret that we have to inform residents that the public meeting scheduled for the 27th of July has been cancelled. After careful consideration and with new documents coming to light the Council are unable to permit any use of the recreation grounds for access as set out in the deed of gift, this would not be a permitted use or in line with provisions that this land may only be used for community benefit.
We as a council have already made representations regarding amended planning and although this alternate route is not feasible, we would welcome suggestions from the developers should they wish to present another route. We are also mindful of the disruption to residents in this area and will continue to make representations on behalf of those residents affected should any further queries or difficulties arise.
Solva community council is committed to providing open and transparent engagement with all members of the community as we have demonstrated on this occasion. Unfortunately, there are legal restrictions that could not be ignored, and we have taken our decision in line with covenants within the deed of gift.
Community meetings convened by local government electors
Should a sufficient number of residents require us to hold a meeting there are regulations set out in the Local Government Act 1972 as amended by the Local Government (Wales) Measure 2011 that allow for this. It states:
A community meeting may also be convened at any time by not less than 50 Solva electors. Such a meeting must be chaired by the existing chair of the community council.
The convenors of the meeting are required to give notice of the meeting to Solva community council. The notice must include the name, signature, and address of each of the individuals who assert that they have convened a community meeting, and,
- The business which is proposed to be transacted at the meeting
- The proposed time and place at which the meeting is to be held
If the business of the community meeting is a general issue, at least seven clear days notice of the meeting must be given.

Below is information about and a link to a survey by PCC into our recycling centres. If we want to keep St Davids Recycling Centre it would be good if as many as possible of us completed it. Feel free to pass it on.
A PCC Cabinet decision on the 15 March to undertake a consultation on proposals around amending the level of provision (including operating and opening arrangements) of Waste and recycling centres to provide a service which balances with the needs of the public as far as practicable, the required statutory level of service provision and the budgetary constraints that the service neds to operate within, was launched this week and puts forward potential options for residents to provide feedback.
The Pembrokeshire public is being asked for its views on the future operation of Waste and Recycling Centres (WRCs) in the County. A public consultation has launched and puts forward potential options for residents to provide feedback.
It follows examination of data that showed at some sites less than 30% of available slots at WRCS are being booked.
And, against a backdrop of ongoing changes to recycling legislation from the Welsh Government and increasing financial pressures, it is now timely to undertake a review of the WRCs.

The Council currently operates six WRCs across the County – Crane Cross, Hermon, Manorowen, St David’s, Waterloo and Winsel – one of the highest levels of WRCs provision in Wales.
The current operating costs for the WRCs are more than £1.3m per year. This cost is not sustainable and mandatory requirements to sites in line with changes to environmental permits will also require about £250,000 of infrastructure costs at five of the six WRC sites.
The consultation provides two options to balance the needs of the public as far as practically possible with the statutory level of service and budgetary constraints.
They are:
Option 1: Reduce the number of WRC sites operated by PCC.
Option 2: To rationalise the opening hours of all WRCs based on data. This could include changes to opening days / hours at WRCs.
The potential savings of a closure of a small WRC would be approximately £45,000 per year while reducing the opening hours by two days per week could provide a cost reduction of about £10,000 per year.
The public’s views are also sought on:
- The retention of the WRCs booking system
- The range of materials collected at WRCs across Pembrokeshire – i.e. do all sites need to accept all materials or should some just focus on recycling and reuse options?
- The range of non-domestic materials which incur charges
We have also asked for their own ideas, suggestions and different ways of working so that the services can be retained and made more efficient and effective.

Monday 5 July is both the 73rd anniversary of the birth of the NHS and 2021’s National day to celebrate the contribution of NHS Social Care and Frontline Workers. Solva has planned a scaled down, Covid-conscious, programme which
will be centred on the Football Club, where a commemorative Flag will be raised at 10 am. There will also be a small display of information about the NHS and a box for donations to NHS charities. The community is invited to display a rainbow and to join in the planned national two minute silence at 11 am, either at the football club or at home. Similarly you are invited to join the 8 pm clap for frontline workers, in the same manner that we did last year.
In addition there is a planned National Toast at 1 pm but under current COVID restrictions you will have to observe that part of the day at home, or in the pub!

Although there is nothing on the Pembrokeshire Coast National Park Authority (PCNPA) signage to alert National Trust members I can confirm that “National Trust members can park for free in the PCNPA car park in Solva – as long as a valid
membership card or sticker is displayed clearly on the front windscreen or dashboard. This is agreed with PCNPA. Please let family and friends know this.
I was recently fined £ 50 for taking my dog for a walk on the beach even though I was showing an NT sticker on the windscreen so beware!

The Community Council has arranged for a public debate to take place with regards to issues arising out of the Pengraig/Headlands development. The project achieved planning approval in 2010, however, the developers are now seeking to amend the original application to allow for larger houses. Access for construction vehicles is an issue and the developers have asked for the Community Council to approve an alternative access through the area of the upper playground. There are pros and cons as to introducing alternative access and it is important that the whole community has a chance to participate
in the debate. So please come along on 27 July to the Clubhouse at 6pm to listen to the arguments and to have your say. We pride ourselves in Solva on the strength of our sense of community so let the community have its say in deciding the way forward on this issue.

The plant in last month’s newsletter has been identified as an Abies Koreana (Korean Pine). There are two in Parc y Capel. The one nearest the main road is the Christmas tree that is lit up in December. The other, further away from the road,
has cones which seem to be even more beautiful than the Christmas tree’s. It is also believed there is another Korean pine somewhere in the village, anyone know where? Email Solva News at newyddionsolfach@gmail.com
